If a ship can't (or doesn't) dock at a port, she will drop anchor and passengers will be shuttled to port on tenders. Tender is just a nautical term for a shuttle boat.

A tender is a small craft used to ferry passengers back and forth from ship to shore in ports were the ships cannot dock to a pier.
