I bought a couple in germany last month, right off the shelf it's legal. Then again in one of my ports, Turkey I think right in the duty free shop. Forgot to smoke them all and ending up taking one home. Oops.

Worth trying I did enjoy them a lot, but not worth smuggling really. Who wants the hassle of having a security issue at the end of your trip? If you really want some I'd mail them to yourself while out of the country...although that is illegal.
