"Affidavit of citizenship" sufficient for Mexico?
 
We're taking the Carnival Pride to Mazatlan/PV/Cabo on April 10-17. My wife is a US citizen but lost her birth certificate & her passport expired 11 years ago. Our travel agent told her that she needs only a notarized "Affidavit of Citizenship", but all the Carnival info says it's got to be a passport or birth certificate/copy. Will an "Affidavit of citizenship" suffice for the Mexican Riviara/Carnival?

Birth certificate with raised seal and a photo id are required. Good luck to your wife.

I live is Arizona - and currently US citizens can travel to Mexico without a passport ( to end in 2006) - but more iD is always better. I recommend getting a passport for everyone if it is possible.
