Does free upgrades mean empty ship?

I'm looking at some Triumph sailings for August, and I see they are offering 2-category upgrades. Does this mean the sailing isnt selling well, so they are doing this?

Does that mean booking an inside guarentee would give me better or worse chances of getting a decent upgrade/placement?

Don't count on upgrades as far as booking a gurantee - only book an inside guarantee if you want an inside cabin. It seems if they are offing the upgrades then you will probably have less of a chance at an upgrade on a guarantee because they will fill the upper cabins with people buying particular cabins with upgrades and then that leaves the lower levels for the guarantees. Ships tend to sell out from "the top down and the bottom up". Higher priced and lowest priced accomadations sell out the fastest. I would book the class of accomadation you want. You may just end up with a bottom of the line inside cabin.
