Spa Whirlpool (hot tub) use--can any adult use them?

I noticed on last cruise when I went to have spa service noone was using the whirlpool in spa area. Are the whirlpools reserved only for spa users, or can you come use one anytime? They don't charge for it do they?

On CCL there is never a charge to use any whirlpool, steam room or sauna.

you will also find out that the whirlpool in the spa is the only one
on the ship that is heated to about 102 degrees because I don't
believe that many people in the spa will be sitting in the whirlpool
with a drink. all the hottubs by the pools seen to be just warm.

This reminds me of the Renaissance in Tahiti back in 2000.
We paid about $10 a day (10 day cruise) for access to the very large tub-they called it Thalasso therapy (not sure how its spelled). It was salt water but had an area like a rack in an oven that you laid on and the perferated PVC pipe jets underneath just pounded you into submission! After a 30 minute experience it was difficult to crawl away!
There were probably only 5 other folks that we ever saw using it. It was on the back of the ship and we often had the sunset to look out on from the tub.
