Default When to purchase travel insurance?

I am a little confused. When I cruised last year I don't think I purchased the insurance until final payment. Should you purchase it before? Why don't you wait? Any suggestions would be helpful.

To cover pre existing conditions (if you have any) in many cases it must be purchased within 14 days of booking. There are however several insurance companies that will cover it even when purchased closer to sailing date.
