We were in Costa Maya on the Valor on January 13th.
It is not a tender port - there is a pier that two ships can dock at. There is a long walk from the ship to the shore, but they have a little shuttle that will take you if you want to wait for it. Free.
Costa Maya is a "manufactured" port - it's not a city that people live in, it's been created for the tourists, by Carnival, I think. (I could certainly be wrong about who created it!) It's VERY clean..and the main thing to do is, of course, shop! There are many small shops, a couple bars/restaurants, a pool in the middle of it all, a beach that is quite rocky.
However, about 2 miles away is a small fishing village called Mahahual, which does have a more sandy beach. You can reach it via a $3.00 pp bus ride; ask any of the vendors where to get the bus. There are lots of little shops and cafes there - even a massage area that my hubby thought was heaven - and it's much more "real" than the pier area. When you want to get back to the ship, you'll need to have $2.00 pp to take a taxi back - there are TONS of them constantly making the trip back and forth.
Yes, I must agree. Just make sure that you get away from the main area when you get off. There is nothing nice about it. They just have some dancing and shopping. It is really an area to suck as much money out of the cruisers as possible. Grab a cab and head out. You will get much more bang for the buck! Have a great cruise

I just got back from the Carnival Glory and I would suggest the Dolphin Swim if you like that kind of thing. It is on a private beach and they also have open bar and all non-motorized sports all included. They also have Jet Skis which were really fun as well.

We rented a golf cart and drove to Mahahual. It was one of our most favorite cruising days. The village is small, with lots of street vendors. The view from the beach, where there are many little bars/restaurants is just lovely.
