I was there two weeks ago. It did not appear they were building a cruise ship pier. There was some work, which appeared to be minor, going on on what appeared to be an industrial area. I very seriously doubt that they will ever have a cruise ship pier there. The water is so shallow that the ships have to anchor a few miles out now--- to build a pier, they would have to dredge several miles of ocean floor to deepen a channel large enough for the largest cruise ships. If they ever do have a pier, It would probably be several years from now.
So, for the forseeable future, just enjoy the long tender ride. Look at it as a minnie cruise in itself.
I was in Belize last week and there is a pier being built. You can not see it from where the tenders take you, according to our tour operator it is about 10 miles from there and should open late next year.
