when you are supposed to leave your luggage outside your room the lst night of the cruise, does that mean luggage to be checked or carry-ons or both?

How are you supposed to leave your stuff outside when you still need stuff in the morning?

Leave everything out in the corridor that you don't intend to carry off. Keep night wear, and the next days attire plus toilet articles you need and carry them off in a small overnight bag.

so if all we will have is a carry on per person, no other luggage, we can just keep that with us and carry it off the ship?

Yes you can, if each of you has one bag you can carry it off yourself

You can actually keep as much as you want to carry. But too many large bags can be a hassle on the ramps, the lines can be long, and if you aren't an early departer then you end up in the public areas with your bags stacked around you since they have to clean the cabins for the next cruise.
