I was curious about this so I emailed the National Passport Information Center since Carnival asked for the city of issuance on their funpass registration form. Here's the reply for anyone interested in knowing. Let me know how you figured it out because I'm still not sure I'm reading it right
How To Determine Where The Passport Was Issued:
Each issuing office has a two-digit number code that is unique to that
facility. This code can be used to determine which office issued the
passport.
In order to find the place of issuance, look at the long row of
numbers and letters at the bottom of the data page. The eighth and ninth
digit places to the left of the less than (<) sign indicate the place of
issuance.
Here is a list of the issuing offices and their respective two-digit
codes:

You know, two of ours said the city, and two didn't. I just put down the same city for all. After it was all done, I worried that one day, they would come and get me for guessing. I wonder, since it is in a National base, why we would have to down any city.

I am trying now to fill out my "FUN Pass" and of course the "city of issuance"
is not listed on my passport. I call Carnival & of course the people
answering questions about "FunPass" are gone for the day.
Using your info by the 8th & 9th digit from the left of < does not work.
I have 2 digits that are NOT listed on your list.
the US passport website does not have info in thier search que nor in the FAQ section.

Ok, I believe you need to put passport number on your funpass to begin with right? You would think that Carnival would know those codes for where the passport was issued, and does it really matter?
I wonder when they switched from actually printing the name of the city to some arcane code anyway. I've thought it odd that even though we live 100 miles from Chicago, ours were issued from NOLA - 700 miles away.

That is crazy! Luckily here in Canada there is no user manual required to determine city of issuance, it's actually spelled right out for you! I don't see why Carnival can't program it into their funpass system just to grab the codes out of the passport number when you enter it.

Yea, I agree Sistergoldenhair....what is the purpose of knowing the city of orgin, especially if the code is on the passport, they do check those before boarding...
Canry doesn't need to know. Homeland Security/Immigration Bureau needs to know and Carnival has to provides them with passenger manifests prior to sailing. I believe that is when the info is cross checked.
Couldn't they get the info for the manifest from the actual booking info? If I have a passport that was issued in Boston, then I move to Dallas and live happily ever after - why would the city of my passport origin matter? My booking info will say Dallas, but my passport city will still be Boston. I just don't get it.
Yes, but it is the city of issue that is important. If someone stole your identity and used it to forge a passport, if they didn't have your original passport they would not know what city of issue to put on the forgery, put in the wrong info and when they tried to use it in the US it would trip the security computers. I think it is just one of many various layers that it used to stop the bad guys. And they probably have the FunPass computers directly linked to Homeland Security ones as another layer. That's my humble opinion.
The city disappeared from our passports the last time we renewed, and I couldn't figure out where they were issued, so I simply put "Miami", which is where the previous ones were issued. They haven't thrown me in the brig yet?
My mom and I are cruising Sunday and I filled out our Funpasses the other day. Her passport says it was issued in New Orleans and mine just says Department of State, so that is what I put for both of them and have always put on the funpass in the past.
I agree with Zash--maybe at one time the number thing would work but I've had a passport for 20 years or so and when I renewed it the last time it went to Philadelphia. When my wife renewed hers, it went somewhere else. When i fill out the fun pass I simply put down my home city as place of issuance and we've never had a problem at all.
I figure I've got it and got it legally, as I was born here and if they want to track down what city issued it, more power to'em!
