Default city of issuance

Carnival is asking for this info for their fun pass. I have read about a dozen different answers. I called Carnival and they are saying all I need to put in there is the city I lived in when I first got my passport.
Can anyone confirm if this is true.

That is acceptable. If there is no city [or Nat'l Passport Center] listed on your Passport, anoher option is writing Department of State in that area

I wrote Department Of State as well.

My first passport had city of issuance, but my latest one doesn't.

I put Houston, which is the city that issued my Passport.

I started a thread about this same thing a few days ago and the email from the passport center is long winded, but basically the first two numbers of your passport No. determines where your passport was issued.
