No, I think the cruise line would have to make departure or return changes for insurance to be valid. Most cruise lines go around hurricanes and they may drop or change ports of call. They might give onboard credit for this inconvenience, but that is it.
If you live in Tampa, you know hurricane season USUALLY peaks in August and September. You might want to consider a November cruise. I know this is still hurricane season, but the tropics are a little quieter.
