It will depend on the ship, and the crew as to whether your teen will be welcome with the older crowd. Tell them to go prepared for both. To check out both meet and greets at the beginning of the cruise.

Luanne is right, it depends on the ship. Here's my experience:
The meet and greet was in the same location. We just picked up the schedule for the 15-17 yo group. No questions were asked, but my son, who was 14 at the time easily looked 15 (older, really).
My then 14 yo would have been really unhappy in the 11-14 group. I always wondered why Carnival doesn't use high school (14-17/18) as a designation rather than by age.
I'm sorry, but a 14 year old high school freshman has pretty much nothing in common with an 11 year old.

I don't think you're going to have a problem at all.
My now 16 year old son said that there were kids there who were almost 15 and some who were a tad over 17. They aren't going to let an 11 year old in but a 14 year old will be fine.
My son looked like he was 18 when he was 15 and no one ever questioned him, except on an excursion when a tatto-covered, cigarette-smoking, body-pierced 19-year old asked my son if he wanted to hang with him on the ship. I took a moment to quietly freak out and before my hubby could answer, I quickly butted in, telling the 19-year old that my son just turned 15 a month ago and was way too young to "hang" with him. The kid turned bright red and apologized...he really thought my son was 18 or 19.

We were on the Inspiration in August and my daughters were 14 and 17. My 14 year old was NOT allowed into Club O2. They had a list hanging on the door of the teens that were old enough to get in and if your name wasn't on the list, you weren't getting in. No questions asked!
Kind of stunk for the two of them, but they had a good time anyway!
