We used the beach right out behind Atlantis. We took a taxi to Paradise Island, walked through Atlantis and then out to the beach. The kids had a great time there. DH rented wave runners there off the beach and as I recall they were pretty reasonable.

Usually you can't get to the Atlantis beach because they restrict access to only Atlantis guests, but if you don't get stopped then that's another thing. However, if you take a taxi to the Atlantis (or actually Sheraton) and walk down the street to the end of the public road by the Sheraton there's a path to a public beach. We've been there several times and they have the usual beach toys. You can rent a jet ski and ride over to Blue Lagoon or hang out on the beach.

We have taken a cab from the cruise dock to the public beach on Paradise Island and even made arrangements for the same driver to meet us for the return trip. The public beach has jet ski rides, Banana boat rides, etc. The entrance is adjacent to Atlantis. It was free to enter the public beach.
Actually, you'll probably have no problem getting to the beach at the Atlantis, but leaving the beach, they will attempt to make you walk around the property.
We have gone to Blackbeard Cay, the Blue Lagoon, and Cable Beach. Blackbeard Cay was the nicest, but the hardest to get to.
