You can set up their Sign and Sail cards with cash instead of a credit card. If your kids use up the cash before the end of the cruise, you will need to add more.

When you set up the card with cash and run out I've seen them let you keep charging and bill you for the overage.

We took nieces with us and had their cards set up with no charge privileges. That didn't matter either. They went to buy something with their credit card at the gift shop, but the shop wouldn't take credit cards or cash but ended up putting the purchase on their sail and sign card anyway.

Are they old enough to understand a set limit and heed to a warning that they would have to work off any amount they spend over that?

We always set up each childs sign and sail account with the appropriate amount of cash. We encourage them to keep their receipts with their card and help them balance each evening so they know how much is left. Our teenagers don't need our help with that and they love the freedom of an active sign and sail card.
I too have heard about kids charging things to what were supposed to be inactive sign and sail cards but this has not been our experience. In fact my eldest daughter was rather ticked off when she went to make a purchase and her account was short $0.80 and they declined the transaction.
Happy Cruising!
