I also believe you can you use room card to play the machine. The money is taken out of your account.

YEs, the machines take quarters. I always put my S&S card in, create a account (sort of) and keep it in until I am done playing that machine. You accumulate points towards a freel $10 of playing money. The last cruise I think they ended up giving me $60 or so bucks, which I gave back...

The machines on the Miracle did take quarters and you could also put paper money in and get the credits to play the machines. The third way to play the slots was to use your sign and sail card.

Are the quarter machines the cheapest ones that they have? Any nickel or penny machines?

When we were in Vegas we liked to play the penny machines because we could then play the max. It still wound up to be around 90 cents per spin so doing that with a quarter will really kill us!

There are quarter and penny machines as well as dollar, five dollar and two dollar machines.

I would suggest cashing in your quarters at the bank before you sail and tucking those bills back for gambling. You can then buy rolls of quarters on the ship. Why carry around the weight of those quarters with you?
