When carnival puts out a new ship and is doing europe,is it always in the fall that the ship sails or is there any of the fleet that does Europe in the summer months
There are no ships doing Europe in the summer. They took the ship that was doing Europe out because of the economy and high plane tickets. So they only have the Dream doing Europe now when it comes out in 2009. Also you could try Princess. Carnival owns Princess and that is comparible to Carnival.

Past Cruises:
Carnival Ecstasy (4 Day Baja Mexico) 2003
Carnival Pride (7 Day Mexican Riviera) 2007
Carnival Spirit (8 Day Exotic Mexican Riviera) 2007
Carnival Freedom (7 Day Western Caribbean) 2008
Carnival Elation (4 Day Baja Mexico) 2009
Carnival Spirit (7 Day Southbound Alaska) 2009
Princess prices are higher than Carnival prices, but do a lot of cruising in Europe. Our first Transatlantic/Med./Greek Isles cruise was on the Grand Princess (28 days) and was a fantastic cruise!!! I highly recommend Princess.

A lot of Princess's cruises are at the same price as Carnival or a little higher.
