HELP! Wedding vow renewal question

I have two couple in my cruise group that want to renew their wedding vows on an island during our cruise. My son is a pastor and can do them, but what legal things do I need to clear? Hopefully on St. Thomas, being a US Territory. I need help ASAP as we leave in 21 days.
