You certainly can get rough seas out of NYC in september. It'a matter of luck.
Look on the bright side you might get smooth seas, and even if you don't the cruise ships handle rough seas very well.
We were on the Carnival Liberty a little over a year ago and we got pretty stormy weather the last 2 days of our cruise and the ship handled it quite well.

We have been fortunate to have practically seas of glass on all our Atlantic sailings. The worst however was a storm we hit leaving Tortola. WOW, the ship was rocking.
Go figure.

I don't know about the rough seas out of New York but I can tell you that the Miracle is a great ship. We sailed on her out of Tampa and loved it.
Rough seas or not, the sites you see out of NY are worth it. Ellis Island, Statue of Liberty, Varizano Bride, Statin Island and the NY sky line are spectacular.
That ship is pretty big and can handle the rough seas out of NY. If you had been on a Fantasy class ship, then I would've said : "Pray hard."
They're smaller and you will feel the rocking. I was on that ship in 1996. he hit a storm and the rocking began. The salt and pepper shakers were going back and forth on the tables. If you tried to walk,you appeared to look drunk. Simply put, the bigger the ship , the better the handling. You should be alright. If the weather is TOO rough, Carnival won't leave port and you could get your money back if they cancelled it.
Just be prepared, with meds in case of rough seas....This is hurricane season, and, even if the storm is not near you, the seas can be rough. I used to work with a girl who sailed to Bermuda all the time from Boston...remnants of storms made her ride back and forth several times a real tough one. Having the right meds, will hopefully help you out if you have rough seas.
