Carnival charges 3% service fee for taking casino chips from the casino on your sail and sign card, but they do allow it.

I don't play slot machines, but I'm told (don't know it to be fact) that you can use the sail and sign in the machines, and are not charged the 3%.

I believe and I am pretty sure that the 3% fee is only for when you loan money from your S&S card to use as credits in a machine and/or when getting chips at the tables. I don't know if this measure is implemented fleetwide, but using your S&S card is mandatory when using the machines except for the one that pushes the quarters forward. The machines use a coinless payout system. You don't need a S&S card to activate or play a machine. You can input cash to play the machines, but you need to upload any remaining money to your S&S card account when you are ready to leave the machine you are using. You can cash out your money at the cashier's desk anytime until around 2am on the morning of debarkation. In order to start using the card in the casino, you have to set up your players account using any of the slot or video poker machines.

Personally I prefer table games like blackjack and poker. Better edge than with slot machices or roulette.

Whoo hoo! Have fun at Crystal Palace...
You can get money on you S & S card at the table with a 3% charge up to $1000 per day... You can get a "loan" from your card at a slot machine without the fee but I think the amount is much less. People do go to a slot machine, get a "loan" for say $50 and then remove the card and go to the cage and "redeem" the money off of the card... Remember the last day to redeem anything on your card as it's a hassle getting the money back if you forget. One person said they received a check at home about a month after their cruise for the money left on the card but I have heard others that did not get refunded anything after leaving the ship.

Good to know. I am thinking about going and beating the Casino to a bloody pulp(doubling my money, which wouldn't be much but hey, winning in the short term is doable).
