Although I've seen shorts in the dining room, they're not supposed to be worn there. Slacks should be worn with a collared shirt.
It's a formality, but also I find the dining rooms to be kind of chilly with the air conditioning, so long pants are almost a must to stay comfortable, too.
Technically, dress shorts (etc. Dockers) are allowed in the dining room during "Casual" nights. However, you will find that most people will not wear shorts to the dining room. I have always worn dress pants and a polo or dress shirt even during casual nights. Dress as you would if you were going to a nice restaurant on land, save the shorts for lunch in the dining room.
Enjoy your cruise, I am only 2 weeks behind you, the Legend looks like a very nice ship, that was the alternate to the Valor for us. Bon Voyage.
JoeCat, let me know how the Bermuda's go over in the dining room. I have two teenagers that can dress up a pair of Bermuda's and end up looking alot nicer than if they wore jeans or even some of their pants with pockets, etc. I have seen it all in the dining room, even cut offs which I had to look twice at!

I always wear dockers, and a Polo or Hawaian type shirt on other than formal nights. It looks good and is comfortable. You will see all types of dress onboard. I at least try to blend in.
The link below is on Carnivals web sight in case you have not seen it. It is the latest version of their dress code.
Enjoy your cruise.

Cruise Casual Dining Dress Code: Gentlemen - Sport slacks, khakis, jeans (no cut-offs), dress shorts (long), collared sport shirts; Ladies - Casual dresses, casual skirts or pants and blouses, summer dresses, Capri pants, dress shorts, jeans (no cut-offs). Not permitted in the dining room during the Cruise Casual dinner for ladies and gentlemen: gym shorts, basketball shorts, beach flip-flops, bathing suit attire, cut-off jeans, and sleeveless shirts for men.
For breakfast and lunch, shorts are OK, its just the dinner that the dress restrictions go into effect. I'd stick with slacks, the dining rooms can be chilly with the A/C.
What I found interesting is that I saw more shorts and t-shirts in the dining room on my 7-night Legend cruise a couple weeks ago than I did on the 5-night Bahamas cruise a couple months ago. I would have thought the Bahamas cruise/crowd would be more casual.
I didn't wear shorts to dinner but I did wear jeans twice and enjoyed the more relaxed (and comfortable) atmosphere.

We saw everything in the dining room, from formal to hip-hop casual. I have to admit, I wore shorts one night, with a nice shirt. Anyway, nobody really notices, especially when the food comes.
my husband has worn bermuda shorts in the dining room with collared shirt and he fit in nicely. My theory is that people are not really looking at what you are wearing anyways. You are there to have dinner, not to judge and be judged. And in my opinion, You can look nicer in dress shorts and a nice shirt then what I have seen other people show up to dinner in. But to me I am not to worried about what everyone else is wearing.
I got hammered in the breakfast buffet area for having pants on with a halter top....said it was to much like a swim suit and those were not allowed. This was on Princess Grand in 2002
