Depends on the class of the ship. For all Fantasy class ships, I would prefer the Main deck. However, on the other class ships the Main deck is right under one of the busiest public decks...definitely prefer Riviera in that case.
Being one deck higher is not always better.
Like the last poster said, it depends on the class of ship you're talking about.
Always check what's above and below you--you may not want to be under a disco, galley, show lounge, etc. in order to just be one deck higher.
We were on Riviera deck last year - seemed pretty noisy from other pax. Maybe that was because it was spring break week. Did seem to have a lot of heavily occupied cabins there as well.

I personally like to be close to the action and also not be have to descend several decks down to the docking area to disembark, unless I have a really great cabin(think suite or balcony), which would make the wait to get further down in the ship worth it.
I've done Rivera twice with no problems nice quiet slept well. I am booked on Main next trip, it depends on what is below and above your cabin I guess like they say. We had a storm at sea once and the waves were splashing our window, pretty exciting stuff!

Our first cruise was on the Riviera Deck. We’ve been all over the ship since then and for us there is no point in paying to be on a higher deck. We got free upgrades with Past Cruiser rates and found that we will pay the difference to have a balcony, but we would not pay money to move up to a different deck. Our room on the Panorama just below the Lido pool was the worst, Empress with cabins above and below was best.
