As stated the vendors often do not have proper insurance and many do not keep the rental items properly repaired and in safe condition. Add to the mix cruise passengers who do not have the necessary skills to operate these machines and often large quantities of alcohol and you have an accident waiting to happen. Would not believe the number of people that come back to the ship "all skint up".

I've been warned of this on every cruise I've been on. Remember the cruiseline wants you to use their approved excursions. This is another reason to buy travel insurance with full comprehensive coverage. I wouldn't rent a scooter because I wouldn't use one at home. I have rented jeeps and waverunners in Cozumel and had a blast.
I've heard this same warning on every single cruise we have been on. From what we could tell it appears to be a legitimate warning just to remind folks that you've left the comfort of North America and have now entered areas where maintenance may be slack, insurance may be non-existent and medical care well below the standard to which you are accustomed. There is no doubt that the cruise lines benefit from scaring you in into not renting these things through private transactions. However, my family normally heeds the advice and we don't rent scooters, etc. Having toured many of these islands there is no way I'd want to share the roads with some of these drivers anyway : ) I really do think the advice is just good travel advice that encourages you to use extra caution.
It is because of the high number of "scooter" accidents that have occurred. The greatest problem is that many people who rent the scooters are not regular scooter or motorcycle riders and don't know how to handle the scooter in a close situation.
There are also incidents, especially on the Caribbean islands and Mexico, where the equipment is not maintained or they will charge you for dings and dents that you didn't put on the scooter.
I have heard this warning on my last two Carnival cruises.

I've spent many months at sea and I've never heard such a warning, ever. try another cruise line.
I don't think it's a reason to try another cruise line. It's not a big deal. I was just asking why they thought CC would warn them about it. I'm renting a wave runner at Mr. sanchos in Cozumel.
