Belize isn't known for beaches - not very many on the mainland, but it has has a number of islands where there are some.

Grand Cayman has a number of beaches including 7 mile beach and beautiful water.

There are some nice beaches on Roatan.

I'm not familiar with Costa Rica (yet), and if I went to Panama, I would be more interested in a canal tour. I would think Costa Rica must have some beaches.

For beaches and water, I would pick Grand Cayman, Roatan and Belize. Those 3 certainly have better snorkeling.

I would think Costa Rica and Panama are more exotic and perhaps less touristy.
