On my recent Liberty cruise they had a cocktail hour for guests who had cruised with Carnival at least twice. Free drinks and appetizers (which were not very good) and the stage band performed along with the headline female singer. We also viewed a short video about Carnival. The whole thing lasted about an hour. Try to sit next to an aisle in order to snag a waiter serving drinks. DW and I enjoyed 3 glasses of champagne.
It's basically a sales pitch to sign passengers for another cruise while on your current cruise.

Yes, they still do the Captain's Party. However, on our last cruise (May 8th on Freedom) they only gave a discount on drinks, they were no longer free. They are still free at the past guest party though.
We love anything assocated with crusing and traveling. We are retired U.S. Navy...and loving it, "Been there...done that"! (almost).

they did have two dress up nights one with free drinks for a hour before dinner.
the second dress up night was just dinner.
Everything went perfect on the Dream. Had no problems with food, the room or any thing else. hard part was getting any food on lido with out
waiting a hour. but I had no where to go any way. just back to the
Getting on the ship the fist day was great less than a half hour. and getting off at the end of the cruise was about the same time. They move
you fast. No messing around.
the only people that had to stick around longer were the ones that did
not complete their fun pass information before going.
Makes a big difference if you do that.
