Now I don't expect a 2 years 3 months old, to cruise for free, but wondering if they pay the same price as any other person would? Sorry if this has been asked before but thanks for taking the time to respond.
Years ago there used to be deals for 3rd and 4rd passengers for $99 each. I don't find such deals anymore. I pay about $1000 additional average to bring my pre-teen/teenagers along. I think you get a break under 2, (free or discount) but over 2, they're charged whatever 3rd and 4rd rates per cabin are as far as I know.

It varies from time to time. 1st and second passenger are the same rate each. The rate for 3rd and 4th in the same stateroom varies. Then add the port charges and taxes for all passengers. I have seen the 3rd and 4th passengers rates as low as $20 each plus pc an tax.

Dont expect a deal on Royal. When we cruise with our kids we find the best deals on Carnival. That being said, .... we just booked on HAL, and got the $99 rate for each of the kids.
You'll have to watch for different specials, such as kids sail free. I think right now, DIsney is offering kids sail free to Alaska.

Unfortunately Carnival doe snot give youa break. I am lloking into booking The carnival Freedom the 30 of July and they are charging me the full fare for 3rd and 4th passenger and my twin boys will only be 22 months old. I do wish there was a deal for children under two. If anyone knows a way aroudn this let me know. I am still debating whether I should check out another cruise line. I love carnival but it kills me to pay so much money for two boys who will almost eat nothing. I have no problem paying just not full fare.
We had to pay the 3rd person fare for our 7 month old granddaughter on RCL. The dining staff and cabin stewards go out of their way for you and babies. We had a Pack N Play in our JS and our son's cabin. the wait staff always had the high chair ready and clean with a bib even, heated baby food or formula when necessary, very accomodating. The cabin steward gave us clean sheets daily for her bed and anything else we asked for, extra towels etc...We tipped accordiningly. I agree with others, infants should be even less since they are not eating the food but it was worth the price to be with her since they live in another state.

Maybe the rates vary .... because when we sailed carnival ... we got an amazing deal fo the kids, and definitetly paid a signficantly lower 3/4 pax rate, and if memory serves it was a child's rate. Royal just charges 3/4 rate, regardless of age.
I'm not sure if HAL is up your alley, but look into it. The $99 rate for 3/4 passenger was offered to past guess (which includes past guests of Princess, and Carnival) which is how we qualified.

I used to see those deals for $99 third and fourth all the time when my children were much younger. I don't see those deals anymore around here. My children are older and do eat the food so paying so much more for them doesn't bother me so much, but if they were under 5 (my 12-year-old still eats like a bird) and certainly if they were babies-- I couldn't see what I'm paying for 3rd and 4th now--no way.

the cruisefare is a loss leader. Your little ones will not be gambling or drinking the main source of revenue, or buying knick knacks in the stores etc. Unfortunatly, prices for food are a small part of what it costs for the cruise for Carnival. I have never seen a lower rate just for children, than what is posted for 3rd and 4th. That being said to me Carnival 3rd rates are cheaper than RCL's overall.
Same reason Carnival is now charging solos 200% .. they want more adult warm bodies drinking up and spending money in those casinos.
Besides you arent paying full fare if they are the 3rd or 4th pax, its greatly reduced. Carnival doesnt encourage you to bring more children, and doesnt have a special rate for them Iv seen since Iv watched in 2006
when I called a TA about a B2B for 4 of us, it was a crazy amount, my DD and her friend were going to be full fairs, so when I called Carnival directly and booked through them, it was much less, 3rd and 4th were considered add on's so we booked...
