Around Noon is about right maybe a bit earlier but not much. All the CCL ships have shopping on them, they are pretty much no different than the shopping on the RCL ships.

I get to the port about 10:30 am for my RCL cruises, and by the time I am checked in and boarded, it is close to Noon before Im up there eating lunch in the buffet.
Same with Carnival. I arrive between 10:30 and 11 am.
The shops on Carnival are often located near promenade deck, just not in one area necessarily. The two main shops are often near the entrance to the theater on those ships.
No Royal Promenade on CCL ships as you are familiar with on RCI ships, but there is plenty of shopping available still !
Boarding time no different than RCI (usually onboard by noon if arriving at pier 10 - 10:30am ish), but be advised that you cannot get to your staterooms until after 1pm on most CCL ships.

The same 3rd party company who operates the stores on RCL also operates the stores on Carnival ships. So, dont expect to see a lot different. Much of the same stuff, the $19.99 watch sale on the last day. The yellow and clear beads on the lanyard on RCL is blue or red on Carnival, but the same otherwise. Just different colors and different logos on the items. Even the same booze and glitter shirts.
