Are the dining rooms open the first and last night of the cruise or is just buffet

Yes, both nights. You'll find, however, that the first night is considerably more "relaxed" and "informal" than any other night aboard ship, because they know that some folks, especially at early seating, haven't received their luggage yet, and might have to come to dinner in the clothing they wore, to board the ship in. No problem.

I usually eat in the MDR every night, but I have noticed that when I do skip it is usually the first night.
