Port Canaveral to Orlando Airport Transportation Options...
Personally I think our group is best using the Carnival transfer program mostly because it's fairly simple. The problem is Carnival is recomending to not book a flight prior to 1:00pm departing Orlando and there is a flight we could take departing 11:55. (All other return flights are horrible and home destination not reached until "Next day")
1.) Do you think this is cutting it close?
2.) Are there any shuttles going from Port Canaveral to the Orlando Airport for a small group of maybe 20 people?
Go to the MCO (Orlando airport) or Cocoa Beach websites. For a group that large you can probably charter your own transportation with one of the shuttle companies listed. Be sure nobody signs up for Carnival's luggage program, that may not make it. Disembarkation groups are usually assigned by flight departure time, after priority like VIP.

Based on your response, our group cruise is a wedding cruise and the bride, groom (me), and all our sailing guests get VIP boarding. I wonder do we get VIP disembarking as well? I'll have to check into that when I get a chance if no one else here can answer it.
Everyone should get colored tags to tell them what order (first, second, etc) their group gets to leave the ship. That disembarkation color tag is based upon your flight time, so you should be able to get every one off in time.
The one uncertainty is customs, lately I have been seeing ships clear more slowly due to customs. It can add 30 -45 minutes to your time getting off the ship.
So, to arrive 90 minutes early for the flight (10:30) you would have to be off the ship by 8:30 ideally.
It is doable, but cutting it close. A good travel agent would be an asset.
