We will be in Tortola in mid-October and I was not impressed with the excursions offered. Are there any free beaches close to Road Town? How near are restaurants to the pier? What about shopping?

Because sometimes you need to look beyond the tread title to see what the OP really is asking for.
That being said, there are restaurants and shopping in Road Town itself. It is only a 5 to 10 minute walk from the pier. There are shopping stalls right off the pier where the locals sell the usual touristy stuff. When in Road Town stop in Pusser's for a Painkiller.
No beaches close by so you'll have to cab it. Closest ones are Brandywine Bay, Cane Garden Bay, and Brewers Bay.

Forget those shore excursions, especially those offered by the cruise line. Too expensive, too structured, and way too crowded.
We do our own thing and much prefer to take a water ferry over to Virgin Gorda and spend the day at The Baths.

when we were there we took an open air taxi. Had the best tour of the whole place. Loved it so much. the best tour we have ever been on. took us to many places. cost was like $15 per person! great price. It is a beautiful place to see.
