topless deck on Horizon?

Horizon does not have a topless deck.

Horizon has an area on the top deck that is topless. They don't advertize it as such, but it is sort of roped off with a sign saying something like under construction or some such thing.

There was a topless area on Century on the "Escape" cruise, I understant that it is only there for "European" cruises and "Escape" ( no one under 18) cruises
