When we were on the Summit these items were part of the CC class. We have to admit it was nice. The draw back was the deck. Large support posts to the deck above. We have booked concierge on the Constellation.
The larger table (teak) and cushioned chairs on the veranda was a pleasant surprise. The robes were much nicer, canapés each day and fresh fruit were a nice touch.
Here is a list I copied awhile ago from the Celebrity web site of the amenities. If you wanted some of the items to take home there is a list in the stateroom of the costs.
daily fruit selection
a menu of pillows - conformance, body, goose, and Isotonic®
leather key holder
oversized bath towels
salon-quality hair dryer
a selection of shampoos
body lotions, and soaps
priority luggage delivery
priority pressing service
priority laundry service
extended room service
dining and seating preference
vip invitations to events
preference on shore excursions
priority embarkation and debarkation
table (suitable for two)
to answer your question all balconies have a small table and chairs. Some have loungers depending on the size. The furniture is plastic and no cushions.
