Constellation Penthouse Suite Stairway?

Diagrams of the Penthouse Suites on the Constellation and Millenium seen to show a stairway. Anyone know what this is/where it goes?

The one out on the balcony? I'm sure its an emergency exit stair well that goes down several floors including the MDR directly below the PH suite.
I had a look down there last November.
