Have never sailed NCL and upgrades can be iffy at the most.
I have upgraded at the pier for less than the going rate the day before going through the TA.
It really depends what cabins are available at the time of sailing and the there is a cost.

recd a free upgrade on our hal trip to alaska -- we were booked in what was then called a mini suite and when we checked in found out we had been upgraded to a full suite- the people set to stay in our new suite were also upgraded to the penthouse -- spent a week with these nice people from canada
I booked a guarantee lowest level "N" catagory for my cruise on the NCL SEA. We still have 33 days before the ship leaves and I have already been upgraded 7 levels to a superior inside cabin on the main deck. I talked to NCL last week and they said this probably wouldn't be the final cabin since there is still cabins to upgrade me to.
When selecting a guarantee cabin make sure you won't be unhappy if you don't get an upgrade, because it doesn't always happen.
So far we have been upgraded on all 3 of our NCL cruises.
You're not going to get a free upgrade by asking your travel agent unless you do it at booking time. Usually though, to entice you to book with them instead of "calling back", they will offer you any available upgrades they have at the time. As far as Travel Agent upgrades go, the higher volume agencies get more chances for upgrades and because they want your repeat business, they will give them to you if available.
Free upgrades can come with a guaranteed cabin. did you book a specific cabin or a guarantee?
