what is the correct legal term for when the POTUS signs a bill in public..but then signs another bill without the public fan fare that gives him the authority to only enforce select items in the bill that he signed in public ?
The actual term for the document you refer to is a "Presidential Signing Statement." Whether or not it is a "legal" term (or even a legal document) is a question that is open to some dispute. There is no mention of it in the portions of our Constitution that describe how laws are to be made.
Most people here in Washington call it the "I had my fingers crossed behind my back when I signed it, so I'm not really going to obey or enforce this law" statement.
