Default Cruising with a toddler on Carnival Victory

I am curious to the reviews I can get from those that have traveled on Carnival Victory. My mother in law is trying to book a family vacation - my problem is my son will only be 17 months - too young for the Camp Carnival - so while his nephews will all be at the camp, he will not....furthermore, they say no swim diapers - so while they charge for the extra person...there is nothing for him to do.

Are their activities for young ones?
Are they strict about the swimming diapers?
Do they provide high chairs in the restaurants?
And how did you handle excursions with no car seats?

HELP!!!

Take a blow up baby pool for your little one. That way he can splash as well. Yes they are strict about it.
I have seen high chairs in the dining room.

Please Please I beg you don't let you 17 month old swim in the pool with a swim diaper. I know it's a bummer for you. Dina made a great suggestion. Even Disney cruise line doesn't allow toddlers in diapers in the pool here is for Disney's website:

"Is it true that children must be toilet-trained in order to enter the pools?

Yes. The United States Public Health Service requires that only children who are toilet-trained be permitted to enter swimming pools and spas onboard cruise ships. Young children who are not toilet-trained are welcome to enjoy the fountain play area near the Mickey Pool. It's designed exclusively for the enjoyment of children wearing swim diapers."

My question is the group is: Does Carnival Valor have a founation play area? Are children wearing swim diapers allow in it? Maybe you Mother in Law can switch to a Disney cruise.

Okay I couldn't find a founation or splash zone on Carnival Valor. However, this is from RCL:


Q: Are there any restrictions regarding children in the pools?

A: Please note: Due to Public health regulations, children in diapers, swim diapers, pull-ups, or who are not COMPLETELY toilet trained are not allowed in the pools, whirlpools, or H2O zone.
On the Freedom of the Seas and Liberty of the Seas children in diapers, or who are not toilet trained may use the Baby Splash Zone" specially designated for them.
