Default area of the sthip that shakes the most

what area of a cruise ship (top/bottom) moves the most? i have 2 friends that say the tops shakes the most because its farthest from teh bottom and another 2 friends that say the stabalizers make the bottom shake the most and the top very stable.

who is right?

The top and front are the worst places on the ship!

The farther you are from the center of gravity the more the movement.
