can someone please tell me what is the different between ship crew and ship staff ???

Staff are generally those that work in the "hotel" side of the operation. Although the exception is normally the waiters, bar staff and room attendant's who're still considered crew. Staff usually have more perks, like being able to go into passenger areas when not working.
