I was just wondering what the norm is for men at the supper club on carnival on a non-formal night? Would dress pant and a short sleeve dress shirt work, or would it be more appropriate to wear a shirt & tie with a blazer, or shirt & tie with out blazer?
The times we have done the supper club, it was always on a non-formal night and DH wore a nice dress shirt and slacks, but no tie or jacket. So, unless they have changed things, which I doubt, you should be fine. They are more interested in getting people to go to the supper club than in how they are dressed. By the way, we've found the same thing to be true on HAL.

Dress pant and a short sleeve dress shirt is fine.
