This may be old news to some, but
 
it may bear repeating, in case it affects which cruiseline you're wanting to use. I know it changed my mind.

LOS ANGELES--The Monterey City Council voted March 19 to bar a Los Angeles-based cruise line from its harbor because one of the firm's ships violated the city's wastewater discharge policy in October. The council's resolution bans Crystal Cruises vessels for 15 years and permanently bars the firm's vessel, Crystal Harmony. Earlier this month, the company acknowledged that the Crystal Harmony had discharged more than 36,000 gallons of wastewater into the Monterey Bay National Marine Sanctuary, about 14 miles off the northern Big Sur coast. The discharge did not violate state or federal clean waters laws, but it did go against the city's agreement with cruise lines. Maritime laws allow discharges of untreated blackwater more than 12 miles off shore.

While the incident cannot be overlooked, it is worth noting that Crystal has been very forthcoming about reporting it and assuming responsibility. As reported on the company site

We have made it very clear to all personnel that any infractions of this policy, or any other environmental policies, will result in the immediate dismissal of those individuals involved.

As evidence of our environmental commitment, immediately following our own internal investigation of this matter, we terminated the Chief Officer, who was primarily responsible for the occurrence of this unfortunate incident. In addition, two other senior officers, including the Captain, and a junior officer, were censured and given final warnings. Additionally, we have reiterated to our crew that if laws or regulations are violated in connection with any such incident, Crystal Cruises will fully cooperate with investigating officials. As no laws or government regulations were violated in this incident, no reports of the discharges were made to authorities. However, as soon as the California State Water Resources Control Board requested information about our visit to Monterey, we supplied detailed information regarding our location and the cubic feet of wastewater regrettably released.
As far as I'm concerned, the line has satisfactorily made amends and deserves my support. Another thing to consider is the Monterey City Council's political bias. Permanently ban the Harmony? Are they trying to punish the ship or reprimand the line?

I personally think that the City of Monterrey DOES NOT want cruise ships in their city -- they don't want the revenue that the cruise passengers can bring -- this is the third incident that I am aware of that the City of Monterrey banned cruise ship passengers from getting off the ship and visiting their city -- When will the cruise lines realize that the City of Monterrey is not interested in the tourist revenue and stop going there>?

The city of Monterrey is in Mexico; the city of Monterey California has quite a lot of tourism and is geared towards all the land visitors. But it is also very sensitive to its marine environment and this may be the major reason it does not encourage visits by cruise lines.
