Doubtful - Sorry! especially with morning traffic.
Heathrow is a good hour beyond London when coming from Dover, and even by highway it is a long trip.
We flew into Dover and it took us 90 minutes to get to London where we stayed in a hotel. When we hired a car to drive us to Dover it was about a 4 hour trip. (mostly due to traffic in London).
We paid about 50 pounds ($90) for the heathrow to london taxi, and about $220 for the London to Dover private car. We found the car by doing a Google on "London Dover Transportation Services". For us with four people it was the cheapest way to go. If you are only two a train or coach might be cheaper.
If you decide to add a day, you can see Canterbury on the way to London.
Dover to Heathrow non-stop means that you'll be taking a route that avoids London directly, but nevertheless means that you'll get wrapped up in the London Orbital highway - the M25 - the world's largest car park.
It makes a substancial difference if your journey is on a Saturday/Sunday morning.
In any case - you need to check in at least 2 hours before your flight. ie. 9am.
On a weekday - the journey (via road) from Dover to Heathrow could be about 4 hours - as you'll hit the M25 at about 8am - possibly the worst time of the day(!!!). At the weekend you could do it in 2.5 hours - or 2 hours if you were prepared to have a trail of police cars following you into Heathrow.
Best that you rely on 4 hours.
As for Limos - in the UK they cost a small fortune. Even a taxi will set you back about $270. If you take a train, you'll have to add much more time on to your journey as it'll take you from Dover into London's Victoria terminus and you then have to take the subway over to Paddington Station for the train out to Heathrow. Whilst there are coaches that ply between Dover/London and London/Heathrow - they take even (!!!) longer.
