Can my 2 1/2 year old daughter wear a sundress to the dining room on the formal nights? Can she and her brothers, (4,6,8 years) wear sandals - or do I need to go out and buy everyone dress shoes? (you may laugh, but up here in the frigid north we just wear our heavy winter boots to church!!)
Are there any other clothing considerations? Raingear, sweaters, etc. that I may be over looking as I count out swimsuits?

I have taken my kids on Disney and Ncl they had no problem with what you are asking.
They very layed back with what the kids had on.
On disney kids under 12 could even wear shorts to dinner. I would call Carnival to ask.
No problem with your dinner/dress ideas. Most lines don't want adults or kids wearing shorts to dinner unless you eat in the buffet area. Otherwise, you don't need dress shoes nightly.

sounds fine,for your daughter - you might want to get your daughter a lacy sweater as it can be cool in the dining rooms when they crank up the air. For your boys - a nice pair of dark cargo pants, a dress shirt and a tie ( especially for the older one),for me personally i would buy the boys a nice pair of loafers, boat shoes or oxfords at Payless or some other discount store, sandals don't do it for me on boys/men with nice pants, that's my opinion.
The cruise line (at least Carnival) is not as strick with kids. My son wore pants and button down shirt (or polo shirt) every night (even formal night). He fit in just fine and no one was put out that they were dressed up and a 10 year old was not in a tux or a suit. He even wore his gym shoes with his outfits - not on formal night, we made he wear his "church shoes" but I wouldn't recommend that in your case since your church shoes are winter boots :-) I sympthzie with you - were from Ohio and it's sleeting right now - yuck!
