No, the cruise lines don't want kids in diapers in the kiddie pools either. It's mostly because of the risk of a diaper accident -- and having to clear out a whole pool to clean it -- that lines prohibit it. Some parents bring small blow up pools that they can dump a little bit of water in to keep their little ones cool.
Disney's kiddie pool has a separate filtration system in it's "ears" so that kids in diapers can go in it.

On our last RCI cruise there was a sign posted at the pool....."no swim diapers." Most cruiseship pools have a shallow edge around them to prevent water from sloshing onto the deck we had a great time just walking my 15 mo old around the edge, without getting her diaper wet. No one seemed to mind, except for my daughter. She wanted to get in!
