Does camp Carnival have cell phones on the Legend

We were on the miracle 2 years ago and they had cell phones instead of beepers - does anyone know if the Legend also has the cell pohnes

Yes, Carnival has fleet wide cell phone service. International roaming charges apply. (These are usually lower than if you make a call using the ship's phone).
