Passport or just Birth Certificate for 16 month old?

We booked a last minute Carnival Cruise and will be departing in October. We don't have a passport for our 16 month old. Since we will be driving to Galveston, I know that we don't "need" a passport, but I've heard that it can speed up debarkation (as well as be useful in an emergency). How true is this? Should I pay the fee the expedite the passport, or just go with a certified copy of his birth certificate? Thanks!

State says "All children regardless of age (including newborns and infants) must have their own passport" but you do not "need" it now. I would apply for one. Would not pay extra to expedite it though. Get certified BC's (plural) as you might be sending one off with the application and you need to have one on hand for boarding if passport not back yet.

Good advice -- apply for it now but you probably won't get it back in time due to the backlog. However, make copies of all the passport application documents (including your check) so you can show them to officials. You may just want to check with the cruise line to make sure they're okay with this prior to boarding.

smooth sailing,
