hello all how are you doing i was wondering who writes the certified letter for a child to go on the cruise with a grandparent ( i am proablly going to write it but do i need to have the state or an officals sign it?)
The child's parents need to write the letter, have them both sign it and have their signatures notarized. The letter should state the child's name, date of birth, where they are going, with whom and for how long. If you do a search of this site there was a post a while ago that had form letters.

and don't forget to give the grandparents a signed letter of consent from you for medical treatment. along with the insurance card. I am not totally sure but i don't believe that the medical consent letter needs to be notarized.
The letter is a great idea and I took one with me. My ex husband had to sign for my daughter and have it notorized. We were never asked for it. Better to have it if they do then not to have one and be left behind.
