Best Snorkeling Areas

Hi,
My partner and I will be on a Carnival cruise departing Sept. 23rd. I am an experienced swimmer but my partner is a basic swimmer and has never been snorkeling. He does have a prescription mask so that he will be able to see. It looks like Carnival offers snorkeling tours in Puerto Vallarta & Cabo San Lucas. Any recommendations on which area would be best? I would like his first experience to be outstanding.
