Default Scooter size limitations?

On a recent cruise I saw a cruiser on a scooter that looked just a little smaller than a golf cart built for one person. I wondered if there are limitations on the size of a scooter that can be brought on a cruise?

If there isn't there should be because of safety issues. I sometimes have to use a wheelchair...I have a small travel type wheelchair that I use in public areas that I know will be crowded. For cruising it's the same...I try to be as un-intrusive as possible.
