can't book excursions

According to HAL's catalog cruises that stop in Haines have excursions to Skagway. But when I tried to book online I didn't have that option. I couldn't believe the shore excursion department doesn't accept phone calls, you go straight to voicemail that tells you to leave an email address! They finally got back to me and said it was only the other way around, ships that stop in Skagway have excursions to Haines. So then why does their catalog say otherwise?
