The beach is man-made. It's big enough to lay our on but it's not like the beach in the Isla Verde section of Puerto Rico. The water is very calm as it's more of an inlet/bay area than the ocean... if you want 'true' beach and ocean you should stay in the Isla Verde section. The beach you describe, as well as the grounds not being well maintained, sounds more like the reports i hear about the Wyndham Condado Plaza then the Hilton.
We found the grounds at the Hilton to be meticulously maintained and the service was quite good (especially when considering
PR is not highly regarded for the service levels at their hotels). Everyone has different tastes and may or may not like their rooms (ours was fine), but i found the grounds to be extremely well maintained.
